Detective Sergeant HN315 Gary Madden was a staff officer of the SDS in its final months, from October 2007 to February 2008. He served under Detective Inspector HN311 Andrew Horsley, who started at the same time.
Earlier in his career, Madden served in the Witness Protection Unit and was assigned by Deputy Assistant Commissioner Grieve to Stephen Lawrence's parents, Nevile and Doreen Lawrence. His role was to advise them on their personal security and safety after the Macpherson Inquiry accidentally disclosed sensitive information. He began this role on 23 September 1993.
Because Madden had access to the family, Operation Herne interviewed him as part of its investigation into allegations that the SDS was reporting on the Lawrence family.
Herne identified anyone they investigated by N numbers; the Inquiry adopted their system and added an 'H' to the nominals. Madden appears in Herne reports as 'N315', and in the Undercover Police Inquiry as 'HN315' (with his full name) because of his role in the final phase of the SDS.
Madden retired from the Metropolitan Police in 2009 after 30 years of service and has since made himself available as a consultant to the TV and film industry. He has also worked for the Subrosa Group, a business intelligence and risk management company, while his bio on their website claims he has worked worldwide for UK law enforcement, the EU and the UN.
Madden gave a witness statement to the Inquiry, but was not called to give oral evidence.
