Kenneth Oxford was chief constable of Liverpool from 1976 to 1989 and chairman, in 1983-1984, of the Association of Chief Police Officers (ACPO). As ACPO chair, Oxford appears in correspondence discussing the Special Branch Guidelines.
As a senior Merseyside Police officer, Oxford attracted controversy, after claiming that Liverpool’s ‘violent’ multi-racial culture required tough policing. Residents from Liverpool’s Toxteth neighbourhood marched and protested, calling for the chief constable to be sacked.
