Chief Superintendent HN84 Raymond Parker was head of S Squad from January 1986 until November 1989 and had oversight responsibility for the Special Demonstration Squad.

Parker provided a statement to Operation Herne. Due to ill health, he did not give a witness statement to the Undercover Policing Inquiry.
