Overview

HN587 Peter Phelan was Commander of Special Branch between October 1983 and December 1987. He was then Deputy Assistant Commissioner of the Metropolitan Police between January 1988 and December 1991. The SDS was thus his responsibility in those periods.

Phelan was due to give evidence to the UCPI on 16 October 2025 (Tranche 3, though technically he comes under Tranche 2), but this was cancelled due to the former officer's ill health.
