HN537 David Zinzan was chief superintendent of S Squad from December 2005 until September 2007, just as Special Branch was merging with the Anti-Terrorist Branch. He therefore had oversight responsibilities for the SDS during this time. He gave a written statement to the Inquiry, but has not been called to give oral evidence.
In 2012, he became Deputy Chief Constable for Devon & Cornwall, and now runs his own private company, Zinzan Associates.
In his private role, he was a police advisor on a number of TV crime drama series, including 'The Bodyguard', 'Save Me' and perhaps most notably, since it deals with police corruption, 'Line of Duty'. He says he 'provides assistance in script writing, editing and on-set advice during filming.'
In an interview with The Guardian, he suggested that corruption was not as rife as portrayed in the TV series he had been involved with, and that inappropriate sexual relationships would never be tolerated - even if the officers were not using cover identities.
He submitted (a yet unpublished) written statement to The Inquiry, but was not called on to give live testimony.
