HN29 was a back-office sergeant in the staff of the Special Demonstration Squad from January 1990 to May 1992.

Carson submitted a statement to the Undercover Policing Inquiry, but will not give oral evidence at the hearings.

He expressed his concern about an officer being a fantasist, only to be told by the head of SDS, DCI Tony Wait, that:

as far as he was concerned being a fantasist was a good trait for a UCO.
