Phillip Gormley
Overview

Philip Michael Christopher 'Phil' Gormley (born 1963, Surrey) used to be a high-ranking police officer who became Chief Constable of Police Scotland in January 2016. Prior to this, he was Deputy Director of the National Crime Agency.

He had previously served as Commander for Specialist Operations in the Metropolitan Police in 2006, from January until early October when Special Brach merged into the Counter Terrorism Command (SO15) where he was in the line of command responsible for the SDS. At the same time, he served as Secretary of the Association of Chief Police Officers' Terrorism and Allied Matters Committee (ACPO-TAM) 2005-2006, where he oversaw two undercover policing units, the Special Demonstration Squad and the National Public Order Intelligence Unit. 

Police files show that Gormley signed off on infiltration by EN12 Mark Kennedy (Mark Stone), who deceived many women into intimate relationships, including Kate Wilson. His involvement in Kennedy's surveillance of Wilson was heard by the Investigative Powers Tribunal on 4 October 2018, which concluded that his actions breached a number of her human rights, including most seriously, 

Gormley left the Scottish force in February 2018; at that point, the Police Investigations and Review Commissioner (PIRC) was investigating six complaints against him for bullying. His resignation coincides with the Home Office's decision not to have a Scottish Inquiry into undercover policing in Scotland.
