HN145 Janet Williams
Overview

HN145 Janet Williams was the first female Commander of Special Branch, from November 2003 to December 2005. She signed off a number of surveillance authorisations under the Regulation of Investigatory Powers Act (2000) for both the Special Demonstration Squad and the National Public Order Intelligence Unit.

As there was no Deputy Assistant Commissioner during that period, her line manager was Assistant Commissioner David Veness.

Williams also worked for the Qatari government during the controversial 2022 Football World Cup.

She has given a statement to the Inquiry and gave evidence on 28 July 2026.
